The Pentagon Wants Weapons Faster. The Real Constraint Is Factory Readiness

The United States cannot rebuild its weapons inventories through higher production targets alone. It must ensure that the factories, suppliers, equipment, workers, and operating systems behind those targets are ready to deliver.

The Pentagon has sent the defense industry an unmistakable message: America needs weapons faster. In an August 5 memorandum, Deputy Defense Secretary Steve Feinberg reportedly gave defense companies 21 days to propose significantly faster delivery schedules and higher production rates for critical capabilities. The request follows sustained pressure on U.S. weapons inventories and growing recognition that future conflicts could demand both precision and volume on a scale the current industrial base was not built to support.
The urgency is justified. However, a demand for more output is not the same as the ability to produce it. Production does not increase because a new target appears in a memorandum, budget request, or contract announcement. It increases when a factory has enough qualified workers, reliable suppliers, capable equipment, available floor space, proven processes, and disciplined operating systems to convert demand into completed products.
That is the real challenge confronting the defense industrial base. The Pentagon does not only need companies to commit to higher numbers. It needs factories that are ready to achieve them.
Higher Targets Expose Existing Constraints
The scale of the proposed increase is significant. An August analysis from the Center for Strategic and International Studies found that fiscal year 2027 requests for several major weapons systems increased dramatically compared with fiscal year 2026. Requests for PAC-3 Missile Segment Enhancement interceptors increased from 341 to 3,203, requests for Terminal High Altitude Area Defense interceptors rose from 37 to 857, and requests for Tomahawk missiles increased from 57 to 1,049.
Those figures send an important demand signal, but they also reveal the distance between procurement goals and current industrial capacity. Many advanced weapons have manufacturing lead times measured in years. They also depend on specialized materials, solid rocket motors, microelectronics, castings, forgings, energetics, and other components supplied by a relatively small number of qualified companies.
The problem is visible in even more conventional production. A July Department of War Inspector General report found that only three facilities produced required metal parts for a major artillery-production effort. As a result, projected output would reach only 71,000 rounds per month, or 71 percent of the department’s stated objective. A production target can be national in scale while the limiting constraint is one process, one supplier, or one piece of equipment.
This is why capacity must be evaluated at the constraint, not just at the prime contractor. A final assembly plant may have room to grow, but its output will remain limited if a lower-tier supplier cannot produce a critical component, add a shift, obtain raw material, or complete qualification. Every production ramp is ultimately governed by its least-ready operation.
Capital Investment Is Necessary but Not Sufficient
The defense industry is beginning to invest. CSIS reported that publicly traded companies participating in recent munitions framework agreements collectively increased year-over-year capital expenditures by 31 percent during the second quarter of 2026. Lockheed Martin has committed more than $9 billion toward capacity expansion, while other manufacturers are investing in missile integration, solid rocket motor production, tooling, machinery, and new facilities.
These investments are necessary. They are also only one part of factory readiness.
New equipment does not create capacity until it is installed, commissioned, staffed, qualified, and incorporated into a stable production process. New buildings do not increase deliveries if material flow is poor or suppliers remain constrained. Adding a second or third shift will not help when trained workers, inspectors, maintenance technicians, or manufacturing engineers are unavailable. Automation can improve output, but only when it is applied to a capable process with the right product volume and technical maturity.
Too often, capacity planning begins with a capital request instead of a production model. Manufacturers purchase equipment before fully identifying the constraint, validating demand, or understanding how the new asset will affect upstream and downstream operations. The result can be an expensive machine that sits underused while the actual bottleneck remains somewhere else.
A credible production-acceleration plan must connect capital to throughput. It should identify the required output rate, model the complete value stream, establish equipment and labor requirements, account for qualification timelines, and verify that suppliers can support the planned ramp. If those elements are missing, capital spending may increase theoretical capacity without improving actual deliveries.
Supplier Readiness Must Be Measured Below the First Tier
The defense industrial base is a connected production system, not a collection of independent factories. Prime contractors rely on Tier 1 suppliers, which rely on smaller manufacturers for specialized parts, materials, processing, tooling, and test services. Many of these companies support several weapons platforms at once and operate with limited working capital, aging equipment, scarce technical talent, and uncertain demand.
That creates hidden risk. A supplier may appear capable based on annual revenue or historical deliveries but lack the cash, labor, machines, or management systems required to double production. Others may depend on a single source for a critical material or process. In some cases, the government and prime contractor may not have enough visibility below the first tier to identify the constraint until it begins delaying deliveries.
Supplier readiness therefore must be assessed at the facility and process level.
Manufacturers should validate available machine hours, cycle times, yield, staffing, tooling condition, material availability, quality performance, and capital requirements. They should also identify where suppliers need technical assistance, financing, demand commitments, or help qualifying an alternate source.
The Pentagon’s growing use of multiyear procurement and framework agreements is a step in the right direction. Longer demand visibility gives companies greater confidence to invest. However, framework agreements are not appropriations, and appropriations are not completed products. Demand signals must be followed by funded contracts, timely decisions, and coordinated investments throughout the supply chain.
Factory Readiness Requires Operational Discipline
Even when labor, equipment, and material are available, factories can fall short because their operating systems are not prepared for higher volume. Schedule instability, excessive work in process, poor inventory accuracy, recurring quality escapes, weak maintenance, and engineering changes introduced during production can consume the capacity that exists on paper.
Before increasing output, manufacturers need to establish control of the current operation. That begins with a clear production plan and a shared understanding of the constraint. Daily management should connect schedule performance, shortages, quality, maintenance, labor, and supplier issues to specific recovery actions. Leaders must distinguish between isolated disruptions and structural problems that require capital or process redesign.
Quality cannot become an afterthought during the ramp. Defense products require demanding inspection, testing, documentation, cybersecurity, and traceability. If first-pass yield declines as volume rises, additional starts will create more rework and congestion rather than more deliveries. Production acceleration must therefore improve flow and quality together.
The same principle applies to engineering. Weapons will continue to change as threats evolve, but uncontrolled design changes can destabilize suppliers and production lines. Programs need disciplined configuration management and a clear process for incorporating improvements without repeatedly disrupting work already underway.
The plans requested by the Pentagon should go beyond promised delivery dates. Each should show how the manufacturer will create and sustain the required output. At a minimum, a credible plan should include:
A fact-based assessment of current capacity and the primary production constraints
A phased ramp plan connecting contracts, capital, hiring, qualification, and deliveries
Supplier-capacity validation extending into critical lower tiers
Specific equipment, facility, tooling, and infrastructure requirements
Workforce plans covering operators, engineers, quality personnel, maintenance, and leadership
Material-flow, inventory, and production-control improvements
Quality and test-capacity plans that protect performance during the ramp
Clear government decisions required to prevent avoidable delays
Measures for throughput, yield, schedule attainment, supplier performance, and recovery progress
These plans should be treated as operating commitments, not static submissions. Government and industry leaders need a recurring process to review constraints, direct resources, resolve cross-program conflicts, and adjust actions as conditions change.
Readiness Will Determine Whether the Targets Become Weapons
The United States has entered a period in which industrial capacity is once again central to deterrence. Recent wars have demonstrated that advanced systems matter, but so do inventory depth, replenishment speed, affordable mass, and the ability to adapt production as threats change.
The Pentagon is right to demand urgency from industry. Companies must move faster, invest more, and challenge production timelines that no longer match the strategic environment. Government must also provide stable demand, funded contracts, faster decisions, and consistent priorities that allow manufacturers to make long-term commitments.
Most importantly, both sides must recognize that the decisive measure is not the size of the announced production target. It is the readiness of the factories and suppliers responsible for meeting it.
America will not rebuild its weapons inventories through ambition alone. It will do so factory by factory, supplier by supplier, and constraint by constraint.
